Eli Beer is the visionary founder and president of United Hatzalah of Israel, the world’s largest fully volunteer emergency medical service. Driven by a passion to save lives, Eli pioneered the concept of community-based first response, creating a groundbreaking network of more than 8,000 trained volunteers who arrive at the scene of medical emergencies in an average of under three minutes—often before ambulances or traditional responders.

Born and raised in Jerusalem, Eli experienced firsthand the life-saving impact of rapid intervention after witnessing a terrorist bombing as a teenager. That moment inspired him to dedicate his life to building an innovative system that empowers ordinary citizens to provide extraordinary care. From its humble beginnings with a few volunteers and donated motorcycles, United Hatzalah has grown into an internationally recognized model of civic engagement, operating with cutting-edge technology, GPS dispatch, and a fleet of iconic “ambucycles.”

Eli’s leadership and innovation have been recognized globally. He has spoken at the World Economic Forum in Davos and received numerous awards for humanitarian service, including recognition from the Israeli government and international health organizations. His TED Talk, viewed by millions, has helped spread the United Hatzalah model to communities around the world. He was named one of Jerusalem Post’s 2025 “50 Most Influential Jews in the World.”

Beyond his professional achievements, Eli is a passionate advocate for Jewish values of saving lives (pikuach nefesh), community solidarity, and innovation in service of humanity. He continues to mentor leaders, advise governments, and inspire philanthropists to expand access to emergency care in Israel and beyond.
